CCIT Organized China-South Africa Vocational Education Cooperation and Technical Talents Cultivation Conference

This year marks the 20th anniversary of the establishment of China- South Africa diplomatic relations. China-South Africa Vocational Education Cooperation and Technical Talents Cultivation Conference (hereinafter referred to as CSVECTTCC) was successfully convened on January 20th. The conference was organized by Changzhou College of Information Technology and attracted more than 200 people including the officials of China’s and South Africa’s education ministries, experts with institutions of higher education and research, directors with enterprises. The whole leadership, intermediate carders, teachers of our college attended the conference. The conference was hosted by China People to People Exchange Center, Ministry of Education and MerSETA, South Africa, supported by Jiangsu Provincial Education Department, Jiangsu Economic and Information Technology Commission, and co-organized by Bozhon Precision Industry Technology Co., Ltd.

South African attendees at the conference are Raymond Andrew Patel (Chief Executive Officer, MerSETA), Gregory Wyne Adams (Chief Operation Officer, MerSETA), Hester Magaretha Van Der Linde (Executive: Corporate Services, MerSETA), Wendy Luis (Manager General, African National Institution for Manufactory and Industry Skill Training), Zhilei Lu (director of Chinese Culture and International Education Exchange Center S. A.), 6 presidents of South African institutions of higher education. Chinese attendees are Du Kewei (general director of China People to People Exchange Center, Ministry of Education), Tang Yizhi (director of Vocational Education Evaluation center, Ministry of Education), Wang Chengbin (vice director of Jiangsu Provincial Education Department), Shi Xiaopeng (Director of Education and Training sector, Jiangsu Economic and Information Technology Commission) and Xu Guanghui(a standing member of Changzhou committee of CPC, director of the Publicity Department of Changzhou Municipal Committee)

The opening ceremony of the conference was moderated by Yang Xiaochun, vice general director of China People to People Exchange Center, Ministry of Education.

Du Kewei delivered an important speech at the opening ceremony, in which he made an introduction to the background against which China-South Africa people to people exchange mechanism was set up. He said that education cooperation is one of the most important and active areas of China-South Africa people to people exchange. The two countries can launch more cooperative programs in the field of vocational education and technical talents cultivation. As for the future cooperation, he stressed that globally operating enterprises should work closely with international vocational education institutions to enhance the two countries vocational colleges so as to provide better talents support for the enterprises. Both China’s program Made in China 2025 and South Africa’s 2063 Agenda have set an urgent demand for frontier technical talents, and Chinese and South African enterprises should take an active part in the cultivation of technical talents and work together with colleges to jointly set the standards of talent cultivation and advance the reform of education and teaching modes. Du Kewei went further to point out that vocational colleges should provide service for enterprises to operate globally and orient themselves to China and South Africa’s development strategies. China’s experience of reform and opening up has contributed Chinese wisdom and approach to solving the common problems of mankind, and New South Africa has also accumulated rich experience over its 24-year development. The two countries can cooperate in the field of vocational education and learn from each other so as to provide better human resources for the two countries’ enterprises’ investing in each other. At the end of his speech, Du Kewei said that we should take the conference as an opportunity to set up an alliance platform for China-South Africa vocational education cooperation so as to make greater contributions to deepening the two countries’ people to people exchange.

Dr. Patel extended thanks to China for giving South Africa support in the field of vocational and technical talents cultivation in his speech. He said that the cooperation would focus on the integration of industry and learning so as to improve the students’ innovating ability and comprehensive operating ability.

Wang Chengbin made an introduction to the achievements of the Jiangsu Accepting Foreign Students Action Plan in his speech at the opening ceremony. He said that Jiangsu institutions of higher education have enrolled 39,000 international students, ranking the second in size across China. Jiangsu should rely on its high quality teaching resources and take advantage of scholarship programs such as Jasmine scholarship and the “Belt and Road” purposely-set scholarship to increase student exchange, and further increase the training programs for South African local workers in accordance with the demand of the investment projects of Chinese enterprises in South Africa, and strengthen teacher training for vocational education, hold regular training programs, establish cooperative mechanisms to exchange information and share experience so as to play a leading role across China.

Shi Xiaopeng, on behalf of Jiangsu Economic and Information Technology Commission, delivered a speech, in which he said that Changzhou College of Information Technology is the first to be upgraded and the only one to be put on the construction lists of national model vocational colleges and Jiangsu Provincial high level vocational colleges among the three information technology colleges affiliated with Jiangsu Economic and Information Technology Commission. The college has formed its own features in the respects of talent cultivation, integration of production and education and international cooperation.

Wang Danzhong, on behalf of Changzhou College of Information Technology, made a welcome speech, in which he said that China People to People Exchange Center has chosen Changzhou to hold the Conference, which has shown its affirmative attitude and encouragement to CCIT- South Africa education cooperation. CCIT will take the opportunity to expand cooperation with South Africa, upgrade its international cooperation and influence in all respects, and work harder to deepen China-foreign vocational education cooperation and play an active role in building a development-based world economy and enhancing the common progress of mankind.

The Cornerstone-laying Ceremony of our college’s Intelligent Manufacturing Factory was held at the opening ceremony. The intelligent manufacturing factory is a large, comprehensive platform integrating training, research and development, scientific research and production. The factory is jointly built with the government, enterprises and research institutes. It is planned to be completed in 2020 with an investment of more than RMB 200 million and a floor area of 24,000-odd square meters. It is expected to be a sharing technical talents cultivation platform of China-South Africa Vocational Education Cooperative Alliance.

As a key project of education and enterprise globalizing programs, our college, Bozhon, Hengtong and South African local government jointly set up “CCIT South Africa Bozhon Institute”, whose nameplate was formally unveiled at the opening ceremony. Bozhon Institute will be a branch of our college in South Africa. It will adopt the market-oriented operation, and consists of two bases: one in CCIT and the other in South Africa. The base in CCIT can cultivate South African students with a graduation certificate, and the base in South Africa can cultivate high-caliber talents for South Africa’s industries and working staff for Chinese Enterprises in South Africa. It is learned that our college will set up China-South Africa Industry Development and Cooperation Research Institute in combination with Chinese and South African industry experts, government officials and key enterprises. The research institute will focus on the industrial structure and development of South Africa and other African countries and point the way for the talent cultivation, scientific research cooperation, innovation and translation of scientific achievements of globally-run enterprises.

In the policy dialogue part of the conference, Tang Yizhi, director of Vocational and Technical Education Center of the Education Ministry, made a speech entitled “China’s Vocational Education Development and International Cooperation”, in which he outlined the achievements in six respects and went further to point out that vocational education will focus on strengthening middle-level vocational education, forming excellent higher vocational education, expanding training, doing a good job in the education of career enlightenment, standardizing continued education with innovation in the future so as to forge a batch of higher-level vocational colleges and specialties with Chinese characteristics and advance the construction plan of higher-level vocational colleges. Tang Yizhi said that the international exchange and cooperation between China’s vocational education and other countries’ vocational education has undergone the following steps: introduction of international vocational education, localization, and the integration of introduction and globalization. He said that we should have a more open-minded concept, develop standards of more openness, set up resources of more openness and improve the exchange mechanisms of more openness in the future.

Doctor Patel made an introduction to South Africa’ industry and demand for vocational talents in his speech, in which he said that South Africa, like China, is facing a series of problems such as urbanization and rural development and South Africa’s manufacturing sector grows slowly and creates few new jobs but South Africa’ population keeps growing, so South Africa has launched the industrial development plan, focusing on the economic challenges posed by ethnic-based poverty. South Africa wants to be a manufacturing country and produce more high quality products, so it will demand a large number of high quality technical talents. He added that South Africa is short of high-caliber technical talents especially in the fields of artificial intelligence, 3D printing technology, Internet of things, Nano Technology and automation technology.

At the conference, Liu Qiang (a professor with Beihang University)and Xu Shijie (director of the Chinese Society of Vocational and Technical Education) made their respective keynote reports: “Towards China Intelligent Manufacturing Development” and “Group Running of Vocational Education in China”.

Representatives of China and South Africa held a round table forum on “China-South Africa Vocational Education and Production-education Integration”.

President Zhouyou conferred training certificates on South African Students at the graduation ceremony of South African Students Training Project 2017.

The conference held discussions about BRICS Vocational Skill Competition 2018, South Africa Vocational and technical training programs and the working mechanism of China-South Africa Vocational Education Cooperation Alliance.

Besides, China and South Africa have formed a regular consulative mechanism with the concept of “joint consultations, building and sharing”. The conference released the draft of the establishment declaration of China-South Africa Vocational Education Cooperation Alliance, which will be formally released at the second session of China-South Africa High-level People to People Exchange.
